The 25-foot buzzing of a U.S. Navy recon aircraft was more likely the result of the 'unprofessional' conduct of the Russian fighter pilot acting on his own rather than a deliberate attempt by Moscow to provoke an incident.

Air Force Gen. Tod Wolters, who doubles as NATO Supreme Commander and head of U.S. European Command, said he had looked at the camera footage of the incident in international airspace over the Mediterranean Sea on April 15, 2020. It was probably something more along the lines of unprofessional as opposed to deliberate.

For the moment, the dangerous flyby has been characterized as unsafe and unprofessional. The U.S. Embassy in Moscow had lodged 'dissatisfaction' with the Russian government.
