【易誤解】美眾議員炸毀台積電言論？缺乏完整脈絡的報導與影片

網傳「美眾議員瘋狂建議炸毀台積電威懾中國」的新聞報導。經查證，美國民主黨眾議員莫頓（Seth Moulton）是在米爾肯研究所（Milken Institute）於 5 月 2 日舉辦的全球論壇「The United States and China: Navigating Strategic Competition」小組討論會上提到台積電。在關於中國侵略台灣的部分，他說，威懾中國的措施中有一個主意是：「讓中國清楚地知道，如果你侵略台灣，我們就炸台積電。」但隨後他有解釋這只是一個舉例，他也不推崇這個想法。網傳報導內容及相關影片僅擷取他的部分發言將其放大，缺乏完整脈絡，容易造成誤解。

美眾議員瘋狂建議炸毀台積電威懾中國？

原始謠傳版本：

2023 年 5 月 6 日，《中時新聞網》發布一篇標題為〈美眾議員瘋狂建議 炸毀台積電 威懾中國〉的報導，指出美國民主黨眾議員莫頓（Seth Moulton）在米爾肯研究所（Milken Institute）於 5 月 3 日舉辦的全球論壇「中國和美國：駕馭戰略競爭」小組討論會上，提到要炸毀台積電。

該篇報導發布後引起社會各界關切，多家媒體也跟進報導；2023 年 5 月 7 日，論壇 PTT 轉載新聞，迅速引發網友熱烈討論，至記者截稿前，已有超過上百則回覆。除此之外，推特上一個推特用戶名為「Carl Zha」的帳號轉推莫頓在論壇上發言的影片，亦在社群上流傳。

查證解釋：

網傳訊息的原始來源為何？眾議員莫頓的完整發言內容為何？

（一）查核記者以《中時新聞網》報導中提到的米爾肯研究所（Milken Institute）、小組會議名稱「中國和美國：駕馭戰略競爭」為線索，以關鍵字進行查詢，但至記者截稿前，查無任何英文主流媒體有相關炸毀台積電的報導。

透過前述報導中提到的資訊，以關鍵字在米爾肯研究所官網搜尋，查找到最符合的結果是 2023 年 4 月 18 日舉辦的「China and the United States: Navigating Strategic Competition」會議。

但在 2023 年 5 月 2 日（台灣時間 3 日），確實也有一場名稱極為相似的會議：「The United States and China: Navigating Strategic Competition」，只是美中兩國的順序顛倒。

研究所官網上有所有會議的影片紀錄檔，然而經記者檢視，上述兩場會議的影片檔一模一樣；根據畫面中與會者背後的投影畫面，有顯示會議名稱是美國在前、中國在後，因此影片來源應是 5 月 2 日舉辦的那場會議無誤。

（二）根據原始報導採用的照片，透過照片比對工具 PimEyes 比對查證，可以知道首圖照片中的人物實為美國聯邦眾議院外交委員會主席麥考爾（Michael McCaul, R-TX），並非美國民主黨眾議員莫頓（Seth Moulton），網傳貼文易造成誤解。

（三）另外根據流傳影片內容，眾議員莫頓是在影片大約 36 分 23 秒至 38 分 01 秒處提及台積電，查核記者將其發言的完整內容，及美國前國防部次長佛洛諾伊（Michele Flournoy）和他的對話整理並翻譯如下：

Seth Moulton：I mean this, you know, one of the interesting ideas is, in out there for deterrence is, just very clear to the Chinese that if you invade Taiwan, we’re going to blow up TSMC. I just throw that out not because that’s really the best strategy but because an example out there and of course the Taiwanese really don’t like this idea, right? So as we think through what this strategy needs to be, we’ve got to think again about the sort of second and third order implications here of where this leads us. You know, are we fostering a very successful domestic Chinese chip industry that’s eventually going to catch up to where we are, or where we adequately controlling, you know, and sort of keeping that we that Christians just describe in place. The question that I think we’re struggling to answer as we as figure out.

網傳訊息的流傳脈絡

（一）經查證，和傳言相關的影片至少在 2023 年 5 月 5 日便出現在網路上，由中國電視台東南衛視《海峽新幹線》官方抖音帳號上傳。

（二）5 月 6 日 凌晨 2 時 40 分，推特上用戶名為「chásè yú」的使用者將《海峽新幹線》發布的影片上傳到推特。

同一天，凌晨 4 時 10 分，《中時新聞網》發布標題為〈美眾議員瘋狂建議 炸毀台積電 威懾中國〉的報導。

中午 11 時 56 分，中國官媒《中新網》發布標題為〈美政客建议炸毁台积电 岛内网友：不要怀疑美国摧毁台湾的决心〉的報導； 12 時 24 分，推特用戶名為「Carl Zha」的帳號轉推「chásè yú」上傳的影片，隨後在推特上瘋傳。

（三）5 月 7 日中午 12 時 15 分，中國官媒《環球時報》的官方推特帳號轉推「Carl Zha」的推文；晚上 8 時 47 分，台灣論壇 PTT 出現討論《中時新聞網》新聞的貼文。

結論

綜合以上來看，雖然莫頓有提及台積電，但他只是將其作為舉例而提出，但部分報導內容與網傳影片未完整呈現他的發言，且他後續也有補充說並不推崇這個想法，傳言放大他提到要炸毀台積電的部分，缺乏完整脈絡容易造成誤解。
