Yahoo奇摩新聞 賴清德發表外交政策方針：將以民主、和平、繁榮連結世界
[Newtalk新聞] 民進黨主席暨總統參選人賴清德本（26）日晚間出席民進黨外交使節酒會，向來自50國家、96位駐台外交官員及國際商會代表發表外交政策方針，承諾將以民主、和平與繁榮的價值深化台灣的國際連結，在日益複雜的國際環境下，開創價值外交新時代。
賴清德表示，現在正在進行的總統暨立委選舉象徵台灣民主的力量及對民主信念的堅持，台灣人民透過選舉展現，公民對話與投票而非武力或恐嚇能帶來更好的未來。他強調，「民主、和平、繁榮」不僅是民進黨的核心，也象徵台灣人民對未來的共同願望，未來會透過行動確保這些價值的實現。
在民主方面，賴清德表示，無論在烏克蘭或是印太區域，在當前的國際局勢下，民主日益受來自威權主義到挑戰，若當選未來的政府會將台灣打造為擁護全球民主、人權與法治價值的核心，賦權台灣民主基金會等組織與機構建立更牢固的國際連結，分享台灣的民主經驗。
賴清德表示，同時台灣也應認同「在任何地方捍衛民主，就是在全世界捍衛民主」此概念，向烏克蘭人民提供更多人道援助，並連同盟友共同抵抗混合式與認知性威脅，一起防範不實或惡意訊息加深對政府機構的懷疑、分化我們社會，並削弱我們的民主。
有關和平方面，賴清德表示，台灣將積極貢獻兩岸及印太區域的和平與穩定，不會在壓力下退縮，但也不會冒進，此不僅符合台灣人民的利益，也符合國際社會的共同期待。他強調，這是我的承諾，也是台灣對世界的責任。
賴清德表示，台灣將與國際社會共同為「維持現狀」的立場努力，他將持續堅守蔡英文總統提出的「四個堅持」，也支持雙方在對等、尊嚴的情況下展開對話，維護既有的國際秩序，並共同貢獻台海的繁榮與人民的福祉。同時，也會推動「和平四大支柱」，注重國防嚇阻、國際合作、經濟安全，以及維持穩定且一致的兩岸領導力。
賴清德也指出，和平不僅來自硬實力，台灣也需要透過軟實力成為國際社會不可或缺的一員，未來會充分秉持「台灣能幫忙」的精神，在公共衛生、農業、基礎建設，以及國際人道援助等領域上做出更多貢獻。而台灣也要發展為世界級的華語學習中心，與世界各地分享其多元文化背景。
在促進台灣以及世界的繁榮方面，賴清德首先感謝邦交國在國際舞台上為台灣執言，並表示將提升與邦交國在基礎建設、貿易及投資議題上的雙向合作，帶來雙贏局面。他承諾改善台灣的發展融資框架，支持更多私人企業的投入邦交國發展，並與理念相近國家投入永續計畫及籌組投資團。
賴清德也強調雙邊與多邊貿易的重要，他表示會延續蔡英文總統與美國、英國、加拿大等多國達到的貿易與投資進程，以及對參與CPTPP與新南向政策的政策立場。此外，也會著重經濟安全，以整體政府的宏觀思維加強經濟韌性，其中包括提升產業鏈安全及更有效應對來自中國的經濟脅迫。
最後，賴清德表示，面對世界各地日益複雜的局勢，台灣應該要更清楚認知所面臨的挑戰，堅守自身的價值與利益，重申對民主、和平與繁榮的堅定承諾，打造價值外交的新時代。他向各國代強調，台灣不僅是一個民主典範，也是一個促進更光明、和平和繁榮未來的關鍵夥伴。

Good evening distinguished ambassadors, representatives, diplomats, and friends. I want to welcome you all to this diplomatic reception held by the DPP.
各位敬愛的大使、代表、外交官、朋友們，大家晚安。歡迎各位前來民進黨舉辦的外交酒會。
Just now, we saw performances representing the rich tapestry of Taiwan’s culture, history, and people. I am grateful to the young performers from our indigenous and new immigrant communities for showcasing their talents. Please join me in once again giving them a round of applause.
剛才我們觀賞了兩場代表台灣豐富人文背景的精采表演。我要感謝我們原住民族及新住民表演者所展現的才華，請和我一起再次給他們掌聲。
Tonight, we are gathered here amidst an extraordinary election campaign. For the first time since 1996, we have four major candidates in the race. At the legislative level, there are also numerous parties and independent candidates across the country, representing different ideologies, personalities, and policies.
今晚，我們在一場非凡的選舉中齊聚一堂。自 1996 年以來，我們首次有四位主要候選人參選總統，在立委選舉上，我們也看到來自無數政黨和無黨派的候選人爭取席次，代表著不同的立場、個性和政策。
All of them are symbolic of the strength of Taiwan’s democracy, the power of our convictions, and the determination of all Taiwanese to forge a better future not through force or intimidation, but through civil discourse and the ballot box.
這一切都象徵著台灣民主的力量，以及我們對民主信念的堅持。台灣人民用選舉展現，我們會透過公民對話與投票，而非武力或恐嚇，共同決定一個更好的未來。
Democracy, peace, and prosperity. These words stand for more than the DPP; they represent the common aspirations of the Taiwanese people. Tonight, I want to share how I plan to carry these principles onward.
民主、和平、繁榮，這幾個字代表的不只是民進黨，也象徵台灣人民對未來的共同願望。我在今晚會分享我將如何透過行動，確保這些價值的實現。
First, let me start with democracy, a value that is in the DNA of the Taiwanese people. Both in Taiwan and around the world, democracy is increasingly under siege. The Russian invasion of Ukraine has highlighted inherent contradictions between freedom and authoritarianism. Growing PRC military adventurism in the region have also increased risks of accidents and misunderstandings.
首先，讓我從深植於台灣人民基因中的民主價值開始談起。在當前的國際局勢下，民主日益受到挑戰。俄羅斯入侵烏克蘭彰顯了自由與威權主義的衝突。中國在此區域日益增長的軍事作為也增加了意外和誤解的風險。
In a future Lai administration, Taiwan will be at the center of supporting democratic values worldwide. We will redouble efforts to contribute meaningfully to global democracy, human rights, and the rule of law. We will empower NGOs and institutions, such as the Taiwan Foundation for Democracy, to further share Taiwan’s democratic achievements and build stronger international connections in support of our shared values.
在未來的賴政府當中，台灣將成為擁護全球民主價值的核心。我們將為全球民主、人權和法治做出更多有意義的貢獻，賦權台灣民主基金會等非政府組織與機構進一步分享台灣的民主成就，並建立更牢固的國際連結，以支持我們的共同價值。
We will acknowledge and support the idea that the defense of democracy anywhere is the defense of democracy everywhere. In doing so, we will commit to assisting the people of Ukraine by providing more humanitarian assistance and supporting the rebuilding of cities and communities.
我們將進一步認同「在任何地方捍衛民主，就是在全世界捍衛民主」此概念，向烏克蘭人民提供更多人道援助，並支持城市與社區的重建規劃。
We must also be clear-eyed about the growing hybrid and cognitive threats, particularly in light of new developments in AI and deep fakes. Taiwan is seen as “ground zero” for disinformation, designed to sow doubt in our institutions, divide our society, and undermine our democracy. We must fight vigorously against these efforts and engage with like-minded partners to exchange best practices, forging a common defense for democracies around the world.
我們也會正視混合式與認知性威脅，其中掌握人工智慧、深偽與其他新興科技所帶來的嚴重挑戰。台灣受到訊息戰的侵害，其目的是為加深對政府機構的懷疑、分化我們社會，並削弱我們的民主。我們不僅需要大力防範這些行為，也必須與理念相近國家展開更多交流，共同保護全球民主價值。
Second, Taiwan will be a proactive contributor to peace and stability across the Taiwan Strait and in the Indo-Pacific region. We will not bow down in the face of pressure, but neither will we provoke, serving the interests of the Taiwanese people and the international community. This is my commitment, as well as Taiwan’s responsibility to the world.
第二、台灣將積極貢獻兩岸及印太區域的和平與穩定。我們不會在壓力下退縮，但也不會冒進，這不僅符合台灣人民的利益，也符合國際社會的共同期待。這是我的承諾，也是台灣對世界的責任。
During my term in office, Taiwan will work with international partners to maintain the status quo, ensuring peace and stability across the Taiwan Strait. I will uphold President Tsai Ing-wen’s “Four Commitments” and support cross-strait dialogue, based on the principles of parity and dignity. As I have made clear in the past, I hope that both sides can cooperate to uphold the existing international order and jointly contribute to the prosperity of the Taiwan Strait and the well-being of the people. In addition to this, I have also outlined a four-pillar plan to preserve peace across the Taiwan Strait. This includes renewing our focus on defense deterrence, international cooperation, economic security, as well as the stable and consistent cross-strait leadership.
我的任期內，台灣將與國際社會共同為「維持現狀」的立場努力，確保台海的安全與和平。我會堅守蔡英文總統提出的「四個堅持」，也支持雙方在對等、尊嚴的情況下展開對話。我一再強調，我期待兩岸能合作，維護既有的國際秩序，並共同貢獻台海的繁榮與人民的福祉。我也曾提出維護台海和平的四大支柱計畫，其中內容包括注重國防嚇阻、國際合作、經濟安全，以及維持穩定且一致的兩岸領導力。
But more than just hard power, peace is also reliant on Taiwan being an indispensable part of the global community. By fully embracing the spirit of “Taiwan Can Help,” we will contribute more in areas ranging from public health, agriculture, infrastructure, to international humanitarian assistance. Moreover, we will establish Taiwan as a world-class center for Chinese-language education, sharing globally Taiwan’s multifaceted cultural environment.
但和平不僅來自硬實力，還取決在台灣成為國際社會不可或缺的一員。我們將充分秉持「台灣能幫忙」的精神，在公共衛生、農業、基礎建設，以及國際人道援助等領域上做出更多貢獻。此外，我們將台灣打造成世界級的華語學習中心，與世界各地分享台灣的多元文化背景。
Third, we will build greater prosperity both at home and abroad.
第三，我們將致力促進台灣以及世界的繁榮。
Foremost in this area is furthering our continued partnership with our diplomatic allies. I am grateful for their unwavering support in international organizations, including at the UN General Assembly last month. Looking forward, Taiwan will enhance our diplomatic partnerships in the areas of the infrastructure, trade, and investment.
我們會致力強化與邦交國的夥伴關係。我感謝我們邦交國在國際領域上不斷為台灣發聲，尤其在上個月的聯合國大會上發表對台灣的支持。在未來，我們會提升與邦交國在基礎建設、貿易及投資議題上的合作關係。
This includes overhauling our development finance framework to better support private sector initiatives. We will coordinate with like-minded partners on sustainable projects in support of development and economic growth. We will take a lead in organizing multinational investment delegations, increasing private-sector investment and fostering closer international cooperation.
這包括持續改進我們的發展融資框架，以支持台灣更多私人企業的投入，我們也會與理念相近國家共同合作，推動能支撐國家發展與經濟成長的永續計畫。此外，我們也會組織多國投資代表團，擴大對邦交國的民間投資，並深化國際合作。
I will also prioritize closer bilateral and multilateral trade ties with the global community. Under the Tsai administration, we have seen a flurry of activity. Last year, Taiwan and the U.S. signed the Initiative on 21st Century Trade. We are engaged in preliminary talks on new trade partnership with the UK. There is also confidence that we will complete an investment agreement, FIPA, with Canada.
此外，我們將優先與國際貿易夥伴發展雙邊與多邊貿易合作。在蔡英文政府的領導下，我們看到了一系列的進展，包括在去年，台灣和美國簽署了21世紀貿易倡議。我們也正在與英國就新的貿易夥伴關係進行初步談判，並有信心能儘速與加拿大完成《外商投資促進與保護協定》。
Looking forward, we will be steadfast in our approach to joining CPTPP, which is in the interest of all 12 signatories. There will be a continuation of the New Southbound Policy. Our foreign and trade policies service Taiwanese businesses, creating for them an international presence where the sun never sets.
展望未來，我們堅定認知台灣參與CPTPP有利於所有12個簽署國，也會延續「新南向政策」。我們的外交和貿易政策將持續為台商服務，為台商創造日不落的國際影響力。
But trade priorities must also be accompanied by an emphasis on economic security. We will have a whole-of-government approach on strengthening economic resiliency. This will focus on areas ranging from supply chain security to better protecting ourselves against economic coercion from the PRC.
但在關注貿易的同時，我們也必須著重經濟安全。我們將以整體政府的宏觀思維來加強經濟韌性，其中包括提升產業鏈安全及更有效應對來自中國的經濟脅迫。
Faced with growing complexities around the world, we must be clear-eyed about our challenges, and determined in pursuit of our values and interests. We reaffirm our unwavering commitment to democracy, peace, and prosperity, which are essential to forging a new era of values-based diplomacy.
面對世界各地日益複雜的局勢，我們必須清楚認知台灣所面臨的挑戰，並堅守自身的價值與利益。我們重申對民主、和平與繁榮的堅定承諾，打造價值外交的新時代。
I continue to be grateful for your longstanding friendship and support for Taiwan. I look forward to working with all of you to further our partnerships in the years ahead. Together, we can demonstrate that Taiwan is not just a democratic success story, but an essential partner for a brighter, peaceful, and more prosperous future.
